This essay describes and critically evaluates a co-operative educational program to train Ugandan health care workers in bioethics. It describes one bottom-up effort, a week-long intensive workshop in bioethics provided by the authors to health care professionals in a developing country—Uganda. We will describe the background and circumstances that led to the organization of the workshop, and review its planning, design, curriculum, and outcome. We will focus especially on measures taken to make the workshop relevant for the audience of Ugandan (...) professionals, and describe lessons learned after two presentations of the workshop. Finally, we will discuss the strengths and weaknesses of such a format, and its potential value in raising bioethical expertise in developing countries. (shrink)

This study aimed to explore experiences and practices of key research team members in obtaining informed consent for pharmacogenetics research and to identify the approaches used for enhancing understanding during the consenting process. Data collection involved 15 qualitative, in-depth interviews with key researchers who were involved in obtaining informed consent from HIV infected individuals in Uganda for participation in pharmacogenetic clinical trials. The study explored two prominent themes: approaches used to (...) convey information and enhance research participants’ understanding and challenges faced during the consenting process. Several barriers and facilitators for obtaining consent were identified. Innovative and potentially effective consenting strategies were identified in this study that should be studied and independently verified. (shrink)

On site monitoring of research is one of the most effective ways to ensure compliance during research conduct. However, it is least carried out primarily for two reasons: presumed high costs both in terms of human resources and finances; and the lack of a clear framework for undertaking site monitoring. In this paper we discuss a model for research site monitoring that may be cost effective and feasible in low resource settings.

BackgroundIn response to COVID-19 pandemic, the Government of Uganda adopted public health measures to contain its spread in the country. Some of the initial measures included refusal to repatriate citizens studying in China, mandatory institutional quarantine, and social distancing. Despite being a public health emergency, the measures adopted deserve critical appraisal using an ethics and human rights approach. The goal of this paper is to formulate an ethics and human rights criteria for evaluating public health measures and use it to (...) reflect on the ethical propriety of those adopted by the government of Uganda to contain the spread of COVID-19.Main bodyWe begin by illustrating the value of ethics and human rights considerations for public health measures including during emergencies. We then summarize Uganda’s social and economic circumstances and some of the measures adopted to contain the spread of COVID-19. After reviewing some of the ethics and human rights considerations for public health, we reflect upon the ethical propriety of some of Uganda’s responses to COVID-19. We use content analysis to identify the measures adopted by the government of Uganda to contain the spread of COVID-19, the ethics and human rights considerations commonly recommended for public health responses and their importance. Our study found that some of the measures adopted violate ethics and human rights principles. We argue that even though some human rights can sometimes be legitimately derogated and limited to meet public health goals during public health emergencies, measures that infringe on human rights should satisfy certain ethics and human rights criteria. Some of these criteria include being effective, strictly necessary, proportionate to the magnitude of the threat, reasonable in the circumstances, equitable, and least restrictive. We reflect on Uganda’s initial measures to combat the spread of COVID-19 and argue that many of them fell short of these criteria, and potentially limit their effectiveness.ConclusionThe ethical legitimacy of public health measures is valuable in itself and for enhancing effectiveness of the measures. Such legitimacy depends on the extent to which they conform to ethics and human rights principles recommended for public health measures. (shrink)

This chapter provides a critical reflection on an ethnographic approach led by a non-Indigenous researcher in partnership with an Indigenous community-controlled health organization, and a team of Indigenous and non-Indigenous supervisors, advisors, critical friends, and mentors. The chapter explores the way the three interrelated principles of Indigenist research informed the study, as a critical reflection of the methodology’s achievement of a decolonizing research agenda. The flow of Maiwah provides a metaphor for the chapter’s diverse authorship. Maiwah’s tributaries, inlets, and banks (...) represent author voices at different points while the one River flowing represents coming together to form a broader collective story of the research that still respects the authors’ individual positioning. Maiwah’s flow also signifies the dialogical approach of the research – “tricky ground” for non-Indigenous researchers seeking to privilege Indigenous voices while remaining accountable to their own White privilege, particularly given that at its most basic level, research requires the “extraction of ideas” from participants. Yet, the flow of Maiwah also shows us the possibilities of research, where in this case, researcher and participants together cocreated new knowledge in support of their agendas. This process enabled both research outcomes and increased research capacity and confidence in the host agency and researcher. On this account, decolonizing research is perhaps more about relationship and devolving control over the process than it is about particular methods, and the respectful negotiation of epistemological meanings and representation of particular knowledges that can result. The editors boast that “it is the first of its kind published in English,” though they have been beat to the post by an (...) issue of the The Philosophical Forum (Vol. XXXIX, no. 2, Summer 2008), Back to Kant: Neo-Kantianism and its Relevance Today, edited by Andrew Chignell, Terence Irwin, and Thomas Teufel. Still, claims to priority are of small moment where quality is concerned, and the many valuable essays in this volume more than compensate for second place. In their introductory essay, Makkreel and Luft make a convincing case for the continuing relevance of neo-Kantianism in contemporary philosophy. Basically, nearly every philosophical movement of the twentieth century—phenomenology, existentialism, hermeneutics, positivism, Frankfurt school—was influenced by, or grew out of a reaction to, neo-Kantianism, so that we cannot understand and assess these movements unless we have a handle on neo-Kantianism itself. The editors missed a trick, however, when they failed to mention the concept of normativity, which plays such a big role in contemporary philosophy, and whose roots lie in neo-Kantianism.Despite the high quality of many of its essays, this volume suffers from a lack of balance and perspective. Contemporary scholars on neo-Kantianism tend to focus on the Marburg school, especially the work of Cohen, Cassirer, and Natorp. This volume reflects this bias: almost all the articles are centered on these figures. Only two essays focus on the Southwestern or Baden school: one on Emil Lask by Steven Crowell, another on Dilthey and the neo-Kantians by Makkreel. The latter article, however, is more a defense of Dilthey than a study of the neo-Kantians. The important contributions of the Southwestern school to value-theory, and the logic of history and the social sciences, receive scant treatment.The lack of balance is especially evident in the case of the neo-Friesian school, which is never mentioned. This school of neo-Kantianism prospered in Göttingen in the early twentieth century under the leadership of Leonard Nelson. Its members—the theologian Rudolf Otto (1869–1937), the psychiatrist Arthur Kronfeld (1886–1941), the Nobel Prize winner Otto Meyerhoff (1884–1951), and the mathematician Gerhard Hessenberg (1874–1925)—were eminent in their own right and advocated noble social and political causes. Their circle is of great cultural interest, and it deserves a place in history no less than the Marburg and Southwestern schools. Following Fries, Nelson developed an anthropological interpretation of Kant competing with the logicist interpretation of the Marburg and Southwestern schools. Nowadays Heidegger is given credit for the anthropological interpretation, though its origins ultimately go back to Fries.The bias in perspective becomes explicit in the essay by Manfred Kühn, “Interpreting Kant Correctly: On the Kant of the Neo-Kantians.” Kühn attempts to find the common [End Page 145] interpretation of Kant in the Marburg and Southwestern schools, and locates it in the Platonized version of Kant of the later Cohen, an interpretation that eliminates sensibility and stresses the autonomy of pure thought. Kühn’s generalization is problematic for three reasons: (1) It ignores the anthropological interpretation of the Friesian school; (2) it scarcely works for the Southwestern school, which never eliminated Kant’s sensibility (Kühn bases his interpretation on a single later essay by Rickert, as if it held for all his earlier work and for Windelband and Lask); and (3) it applies only to the later Cohen, who took the plunge toward an objective idealist interpretation only in his 1896 Einleitung mit kritischen Nachtrag zur neunten Auflage der Geschichte des Materialismus. Although there are indeed Platonic tendencies to Cohen’s thinking even in the late 1860s, they do not erase the Kantian dualism between understanding and sensibility, which remains well in place even in the second edition of Kant’s Theorie der Erfahrung (1885). A critique of the hypothesis of extended cognition.

Miller (1956) summarized evidence that people can remember about seven chunks in short-term memory (STM) tasks. However, that number was meant more as a rough estimate and a rhetorical device than as a real capacity limit. Others have since suggested that there is a more precise capacity limit, but that it is only three to five chunks. The present target article brings together a wide variety of data on capacity limits suggesting that the smaller capacity limit is real. Capacity limits (...) will be useful in analyses of information processing only if the boundary conditions for observing them can be carefully described. Four basic conditions in which chunks can be identified and capacity limits can accordingly be observed are: (1) when information overload limits chunks to individual stimulus items, (2) when other steps are taken specifically to block the recoding of stimulus items into larger chunks, (3) in performance discontinuities caused by the capacity limit, and (4) in various indirect effects of the capacity limit. Under these conditions, rehearsal and long-term memory cannot be used to combine stimulus items into chunks of an unknown size; nor can storage mechanisms that are not capacity-limited, such as sensory memory, allow the capacity-limited storage mechanism to be refilled during recall. A single, central capacity limit averaging about four chunks is implicated along with other, noncapacity-limited sources. The pure STM capacity limit expressed in chunks is distinguished from compound STM limits obtained when the number of separately held chunks is unclear. Reasons why pure capacity estimates fall within a narrow range are discussed and a capacity limit for the focus of attention is proposed. This book is the first comprehensive study of Rousseau's rich and complex theory of the type of self-love (amour proper) that, for him, marks the central difference between humans and the beasts. Amour proper is the passion that drives human individuals to seek the esteem, approval, admiration, or love--the recognition--of their fellow beings. Neuhouser reconstructs Rousseau's understanding of what the drive for recognition is, why it is so problematic, and how its presence opens up far-reaching developmental possibilities for creatures that (...) possess it. One of Rousseau's central theses is that amour proper in its corrupted, manifestations--pride or vanity--is the principal source of an array of evils so widespread that they can easily appear to be necessary features of the human condition: enslavement, conflict, vice, misery, and self-estrangement. Yet Rousseau also argues that solving these problems depends not on suppressing or overcoming the drive for recognition but on cultivating it so that it contributes positively to the achievement of freedom, peace, virtue, happiness, and unalienated selfhood. Indeed, Rousseau goes so far as to claim that, despite its many dangers, the need for recognition is a condition of nearly everything that makes human life valuable and that elevates it above mere animal existence: rationality, morality, freedom--subjectivity itself--would be impossible for humans if it were not for amour proper and the relations to others it impels us to establish. Weltschmerz is a study of the pessimism that dominated German philosophy in the second half of the nineteenth century. Pessimism was essentially the theory that life is not worth living, and was introduced into German philosophy by Schopenhauer. Frederick C. The pessimism dispute of the second half of the century has been largely ignored in secondary literature and this book is a first attempt since the 1880s to re-examine it and to analyze the important philosophical issues raised by it. This paper traces the application of information theory to philosophical problems of mind and meaning from the earliest days of the creation of the mathematical theory of communication. The use of information theory to understand purposive behavior, learning, pattern recognition, and more marked the beginning of the naturalization of mind and meaning. From the inception of information theory, Wiener, Turing, and others began trying to show how to make a mind from informational and computational materials. Over the last 50 years, (...) many philosophers saw different aspects of the naturalization of the mind, though few saw at once all of the pieces of the puzzle that we now know. Starting with Norbert Wiener himself, philosophers and information theorists used concepts from information theory to understand cognition. This paper provides a window on the historical sequence of contributions made to the overall project of naturalizing the mind by philosophers from Shannon, Wiener, and MacKay, to Dennett, Sayre, Dretske, Fodor, and Perry, among others. At some time between 1928 and 1948, American engineers and mathematicians began to talk about `Theory of Information' and `Information Theory,' understanding by these terms approximately and vaguely a theory for which Hartley's `amount of information' is a basic concept. I have been unable to find out when and by whom these names were first used. Hartley himself does not use them nor does he employ the term `Theory of Transmission of Information,' from which the two other shorter terms presumably were derived. It seems that Norbert Wiener and Claude Shannon were using them in the Mid-Forties. (shrink)

A great deal of attention has been paid in recent years to the function- al roles of intentions in intentional action. In this paper we sketch and defend a position on this issue while attacking a provocative alternative. Our position has its roots in a cybernetic theory of purposive behavior and is only part of the larger task of understanding all goal-directed behavior. The Early Romantics met resistance from artists and academics alike in part because they defied the conventional wisdom that philosophy and the arts must be kept separate. Indeed, as the literary component of Romanticism has been studied and celebrated in recent years, its philosophical aspect has receded from view. This book, by one of the most respected scholars of the Romantic era, offers an explanation of Romanticism that not only restores but enhances understanding of the movement's origins, development, aims, and (...) accomplishments--and of its continuing relevance. Poetry is in fact the general ideal of the Romantics, Frederick Beiser tells us, but only if poetry is understood not just narrowly as poems but more broadly as things made by humans. Seen in this way, poetry becomes a revolutionary ideal that demanded--and still demands--that we transform not only literature and criticism but all the arts and sciences, that we break down the barriers between art and life, so that the world itself becomes "romanticized." Romanticism, in the view Beiser opens to us, does not conform to the contemporary division of labor in our universities and colleges; it requires a multifaceted approach of just the sort outlined in this book. David Friedrich Strauss is a central figure in 19th century intellectual history. The first major source for the loss of faith in Christianity in Germany, his work Das Leben Jesu was the most scandalous publication in Germany during his time. His book was a critique of the claims to historical truth of the New Testament, which had been the mainstay of Protestantism since the Reformation. As the father of unbelief, his critique of Christianity preceded that of Nietzsche, Marx, Feuerbach, and (...) Schopenhauer. His views imposed a harsh fate upon him - he was persecuted for his beliefs by religious and political authorities and was denied employment in the university and government, forcing him to live as a free-lance writer. He led a wandering and isolated life as an outcast. Here, Frederick C. Beiser studies the intellectual development of Strauss and recounts his fate, which began in faith as a young man but finally ended in unbelief. (shrink)

Commentators expressed a wide variety of views on whether there is a basic capacity limit of 3 to 5 chunks and, among those who believe in it, about why it occurs. In this response, I conclude that the capacity limit is real and that the concept is strengthened by additional evidence offered by a number of commentators. I consider various arguments why the limit occurs and try to organize these arguments into a conceptual framework or “metatheory” of storage capacity limits (...) meant to be useful in future research to settle the issue. I suggest that principles of memory representation determine what parts of the representation will be most prominent but that limits of attention (or of a memory store that includes only items that have been most recently attended) determine the 3- to 5-chunk capacity limit. In this article, we argue that John Henry Newman was right to think that our passional nature can play a legitimate epistemic role. First, we unpack the standard objection to Newman’s understanding of the relationship between our passional nature and the evidential basis of faith. Second, we argue that the standard objection to Newman operates with a narrow definition of evidence. After challenging this notion, we then offer a broader and more humane understanding of evidence. Third, we survey recent scholarship (...) arguing that emotions, a key aspect of our passional nature, are cognitive. In this light, they plausibly have a proper epistemic role. Fourth, we defend Newman’s reliance on the passional nature in epistemic matters by showing how reasonable it is in light of this recent work on evidence and the nature of emotions. Newman’s insistence that the formation of a right state of heart and mind is crucial for epistemic success is far from untenable. (shrink)

The core of J.G. Herder's philosophy of nationalism lies in the conviction that human creativity must be embedded in the particular culture of a communal language. While he acknowledged that this cultural particular must be integrated into a more universal humanity, he insisted that each culture should preserve its incommensurable distinctiveness. He also called for a new method of enquiry regarding history, one that demands empathetic sensitivity toward the uniquely individual while realizing that there are few gains without losses. F.M. Barnard demonstrates that Herder, despite his innovative work on the idea of nationality, was fully aware of the dangers of ethnic fanaticism, but also of the hazards of what is now known as globalization, recognizing that these must be tempered by a sense of universal humanity. Barnard shows that Herder anticipated modern theories of the dynamics of cultures and traditions through the problematic interplay of persistence and change and that his speculations on cultural and political pluralism, on language as a democratic bond, and on the possible fusion of communitarian and liberal dimensions of public life remain relevant to contemporary debates. People intend to do things, try to do things, and do things. Do they also will to do things? More precisely, if people will to do things and their willing bears upon what they do, is willing, or volition, something distinct from intending and trying? This question is central to the intention/volition debate, a debate about the ingredients of the best theory of the nature and explanation of human action. A variety of competing conceptions of volition, intention, and trying have (...) been advanced in the literature; it would be impossible to examine each thoroughly in a single paper. We can show, however, that the major functional roles ascribed to volition are nicely filled by a triad composed of intention, trying, and information feedback. Sections I and II below develop an account of the connection between intention and trying. Section III examines leading arguments for the existence of volitions and decomposes volitions into members of the triad just identified. (shrink)

The Sovereignty of Reason is a survey of the rule of faith controversy in seventeenth-century England. It examines the arguments by which reason eventually became the sovereign standard of truth in religion and politics, and how it triumphed over its rivals: Scripture, inspiration, and apostolic tradition. Frederick Beiser argues that the main threat to the authority of reason in seventeenth-century England came not only from dissident groups but chiefly from the Protestant theology of the Church of England. The triumph (...) of reason was the result of a new theology rather than the development of natural philosophy, which upheld the orthodox Protestant dualism between the heavenly and earthly. Rationalism arose from a break with the traditional Protestant answers to problems of salvation, ecclesiastical polity, and the true faith. Although the early English rationalists were not able to defend all their claims on behalf of reason, they developed a moral and pragmatic defense of reason that is still of interest today. Beiser's book is a detailed examination of some neglected figures of early modern philosophy, who were crucial in the development of modern rationalism. There are chapters devoted to Richard Hooker, the Great Tew Circle, the Cambridge Platonists, the early ethical rationalists, and the free-thinkers John Toland and Anthony Collins. (shrink)
